Point 1: convert the usage line to gallons
The City of Hendersonville bills water in hundreds of gallons. Its Understanding Water Usage page explains the conversion: multiply the usage on the statement by 100. A bill showing 120 means 12,000 gallons went through the meter in that cycle, not 120.
Compare that gallon figure with the same billing period a year earlier and with the previous two or three months. A jump of a few hundred gallons is noise. A jump of several thousand in a month when nothing changed at home is a signal worth chasing.
Check the service dates too. The billing policy says cycles are set by service area and kept as close to 30 days as practicable, so a cycle a few days longer than usual can add usage on its own.
| Calculator input | Published rate | Source |
|---|---|---|
| Water, inside city, 0 to 3,000 gallons | $4.73 per 1,000 gallons | City of Hendersonville Fee Schedule |
| Water, inside city, 3,000 to 6,000 gallons | $6.31 per 1,000 gallons | City of Hendersonville Fee Schedule |
| Water, inside city, 6,000 to 14,000 gallons | $7.89 per 1,000 gallons | City of Hendersonville Fee Schedule |
| Water, inside city, 14,000 gallons and greater | $9.47 per 1,000 gallons | City of Hendersonville Fee Schedule |
| Water, outside city, 6,000 to 14,000 gallons | $9.07 per 1,000 gallons | City of Hendersonville Fee Schedule |
| Water, outside city, 14,000 gallons and greater | $10.89 per 1,000 gallons | City of Hendersonville Fee Schedule |
| Sewer, inside city, all usage | $8.91 per 1,000 gallons | City of Hendersonville Fee Schedule |
| Sewer, outside city, all usage | $13.37 per 1,000 gallons | City of Hendersonville Fee Schedule |
Point 2: remember the tiers
Residential water inside the city costs $4.73 per 1,000 gallons for the first 3,000 gallons, then $6.31, $7.89 and finally $9.47 per 1,000 above 14,000 gallons. Doubling your usage more than doubles the volume charge, because the extra water is billed in the higher tiers.
Sewer is charged on the same metered volume at $8.91 per 1,000 gallons inside the city, with no tiers. So a month of filling a pool or watering a new lawn shows up twice, once as water and once as sewer, even though none of that water went down a drain.
Outside-city customers pay higher figures on both lines. The leak cost calculator applies whichever set of rates you choose so you can see how much of a jump the extra gallons explain.

Before suspecting a leak, write down anything that used more water than usual: guests, a new baby, laundry for a sick household, a garden that went in, an irrigation timer that reset after a power cut, or a water softener or filter that regenerates more often than it should.
Pools and spas get their own rule. The billing policy allows one sewer adjustment per twelve months per connection for water used to fill a pool, spa or decorative water feature that did not go to the sewer. The request must be in writing within 60 days of the fill, and fills under 5,000 gallons do not qualify.
If nothing on the list explains the jump, go to the meter.
Point 4: run the meter test
Turn off every fixture and appliance that uses water and look at the meter's leak indicator. If it moves, water is flowing somewhere. Close your main shut-off: if the indicator stops, the leak is inside the house; if not, it is on the service line between the meter and the house.
The leak detection checklist goes through toilets, water heaters, outdoor spigots and crawlspace lines one at a time. A running toilet alone can account for a large part of a high bill.
If you find and fix an eligible leak, the City's 2026 leak policy may credit part of the two highest billing cycles. See the leak adjustment checklist for the 90-day deadline and the paperwork.
Point 5: ask for a meter test if nothing else fits
Meters can fail, though leaks and usage changes are far more common. The fee schedule lists a meter test at the customer's request for meters under 1 inch at $45.00, with no charge if the meter is found faulty.
The billing policy also covers City mistakes. If the City finds it overcharged a customer, it credits the excess, without interest, for up to two years; if it undercharged, it can bill the difference for up to two years and may offer a payment plan.
Request a test only after the leak check comes back clean. A test that finds the meter accurate costs the fee and leaves the original question unanswered.
| Item | Charge | Source |
|---|---|---|
| Turn on / off / set meter, business hours | $47.00 | City of Hendersonville Fee Schedule |
| Turn on / off / set meter, after business hours | $117.50 | City of Hendersonville Fee Schedule |
| Test meter at customer request (under 1 inch); no charge if faulty | $45.00 | City of Hendersonville Fee Schedule |
| Premise visit | $40.00 | City of Hendersonville Fee Schedule |
Point 6: dispute in writing, but keep paying
The billing policy says a customer who disputes a bill may submit a written request for review to Customer Service, identifying the bill or charge, explaining why, and including supporting documents. The Utility Revenue Manager or a designee reviews it and contacts the customer with the outcome.
The same section warns that a dispute does not automatically pause payment deadlines, late fees, delinquency steps or disconnection. Bills are due 20 calendar days from the billing date, a late fee applies the day after, and an unpaid bill can be disconnected 28 days after the billing date.
Payment plans are narrower than many people expect: the policy offers them only for past-due balances from a qualifying leak adjustment or from corrective billing, not for regular monthly bills. The billing policy checklist lists the fees and dates in one place.
| Item | What the City publishes | Source |
|---|---|---|
| Bill due | 20 calendar days from billing date | City of Hendersonville Utility Billing Policy |
| Late fee | Greater of $10.00 or 5% of past due balance | City of Hendersonville Fee Schedule |
| Delinquent account fee | $40.00 | City of Hendersonville Fee Schedule |
| Card payment service fee | 2.95% or $1.95, whichever is greater | City of Hendersonville Fee Schedule |
| Utility application fee | $10.00 | City of Hendersonville Fee Schedule |
Point 7: decide whether you need a plumber
If the meter test points to a leak you cannot find, or the leak is under the house or in the yard, a plumber with leak location equipment is the next step. Tell them the gallon figure from your bill and the result of your meter test; it shortens the visit.
Ask for the invoice to include a statement that the leak was repaired and where it was. That is the wording the City's leak policy asks for.
