WATER HEATERS

Water Heater Trouble in Hendersonville, NC: Repair or Replace, and What the County Requires

No hot water, a leaking tank or a relief valve that keeps dripping: what to check yourself, what to ask the plumber, and where the county's permit rules come in.

  • Plumbing trade permit: $75.00
  • Electrical trade permit: $75.00
  • Mechanical trade permit: $75.00
  • Work without a permit: $200 + permit fee

City and county rates and fees, not plumber prices. Every figure links to its source.

First: make it safe

A water heater that is leaking from the tank itself is near the end of its life, and the leak will not fix itself. Turn off the cold-water supply valve on top of the heater, then turn off the power at the breaker for an electric unit or set the gas control to off for a gas unit. Put a pan or towels down and move anything stored nearby.

If the leak is from the temperature and pressure relief valve or its discharge pipe, do not cap or plug it. That valve is the safety device that keeps a tank from failing under pressure. A relief valve that drips can mean the valve is worn or that pressure or temperature is too high, and either one is for a plumber to diagnose.

If you smell gas near a gas water heater, leave the house and call the gas company from outside.

Then: separate a repair from a replacement

Many water heater problems are parts, not tanks. On an electric heater, a failed element or thermostat can leave you with lukewarm or no hot water. On a gas heater, a thermocouple, flame sensor, igniter or gas control valve can be the fault. These are typically repairs.

A tank that leaks from the body, rusty water from the hot side only, or rumbling and popping from heavy sediment on an older unit usually point toward replacement. Ask the plumber to show you what failed and to put the reason on the quote.

When replacement is the answer, ask about size, recovery rate, venting, and whether the new unit needs changes to the gas line, electrical circuit, venting or water connections. Those changes are what decide which permits are involved.

The permit question, answered from the county's own FAQ

Henderson County Permits & Inspections lists the work that needs a permit. For plumbing it names any addition, excluding same size and capacity, or change in the design of plumbing. For heating, air conditioning and electrical work it names the addition, replacement or change in the design of wiring, devices, appliances or equipment.

Read together, that means a water heater swap is not automatically permit-free just because the plumbing does not change. Ask the plumber which trade permits they will pull for your job, and get the answer on the written quote. If the work changes the design, such as moving the heater or switching from gas to electric or tankless, expect at least one trade permit.

The county's 2026-2027 fee schedule lists plumbing, electrical and mechanical trade permits at $75.00 each. Starting without a required permit carries a $200 penalty plus the permit fee.

Who is allowed to do the work

The county FAQ states that all trade construction, meaning electrical, mechanical and plumbing work, regardless of value, must be done by appropriately licensed contractors, except as exempted by North Carolina law. It also notes that being an employee of a licensed contractor does not let a person do work outside that employer's business.

North Carolina licenses plumbing and heating contractors through the State Board of Examiners of Plumbing, Heating and Fire Sprinkler Contractors. The board's search at nclicensing.org shows the license class and status. The license check page lists what to compare against the quote.

A gas water heater also involves the gas connection. Ask the plumber whether their own license covers that part of the job, or whether a second contractor will be involved, and check that contractor the same way.

Questions for the quote

Ask what is included: removal and disposal of the old tank, a new relief valve and discharge pipe, an expansion tank if the system needs one, a drain pan, new supply connectors, gas connector or electrical whip, and venting changes. Each is a fair line item, and leaving one out is how quotes look cheaper than they are.

Ask who pulls the permit and schedules the inspection. The county takes inspection requests online, by phone at 828-697-4830 or in person, and it needs the permit number for every request. Inspections cannot be booked for a set time.

Finally, ask about the warranty on the tank and on the labor separately. Manufacturer and installer warranties are different documents.

Hendersonville water and your heater

If you are a City of Hendersonville water customer, a leaking water heater shows up on the bill like any other leak. A relief valve dripping into a floor drain or a tank weeping into a pan can run for weeks before anyone notices.

The City's 2026 leak policy treats hidden plumbing or fixture failures as eligible non-preventable leaks. If a heater leak raised your bill, the plumber's invoice and repair statement are the paperwork you need; see the leak adjustment checklist.

Homes in Flat Rock have their own page, water heaters in Flat Rock, NC, and homes on wells should also look at well pump plumbing, since well water can change how fast sediment builds up.
