Line 1: confirm the county is your permit office
Henderson County Permits & Inspections provides permit, plan review and inspection services for all unincorporated areas of the county and, through contractual agreements, for the City of Hendersonville and the towns of Laurel Park, Mills River, Fletcher, Flat Rock and Saluda. For a house anywhere in that list, the county is where plumbing permits come from.
The Permit Center is at 100 N King St in Hendersonville, and the FAQ lists permit issuing hours of 8:30 a.m. to 4:00 p.m. Applications can also be made through the county's online SmartGov portal.
Zoning is a separate matter handled by the town or county where the property sits. For indoor plumbing work it rarely comes up, but an addition or an outdoor structure may need zoning approval before the building permit is issued.

Line 2: check the trigger list
The county FAQ lists the work that requires a permit. For plumbing, the trigger is any addition, excluding same size and capacity, or change in the design of plumbing. A new bathroom, a moved sink, a rerouted supply line, a new drain line or a change in pipe size all fit that description.
The same list covers the addition, replacement or change in the design of heating, air conditioning or electrical wiring, devices, appliances or equipment. Water heaters, well pumps and anything else with a new circuit or fuel connection can bring in a second trade permit.
Hooking a house up to public water or sewer also needs a plumbing permit. Straight repairs that replace a part with the same size and capacity, such as a faucet cartridge or a toilet flapper, are outside the plumbing trigger, but ask the county if you are unsure.

The county's 2026-2027 fee schedule lists electrical, plumbing and mechanical trade permits at $75.00 each, a reinspection at $75.00, and a minimum permit fee of $75.00. Renewing a permit costs 25% of the original fee.
Remodels are priced by area: $150 for 0 to 999 square feet, $250 for 1,000 to 1,499, $350 for 1,500 to 1,999, $450 for 2,000 to 2,499 and $550 for 2,500 to 2,999, with larger remodels at $650 plus $0.30 per additional square foot. Accessory structure permits add $75 per trade.
Starting work without a required permit is charged a $200 penalty plus the permit fee. The FAQ goes further, saying failure to get required permits, licenses and inspections is a criminal act that can bring fines, penalties and prosecution.
| Remodel area | Fee | Source |
|---|---|---|
| 0 - 999 sq. ft. | $150 | Henderson County 2026-2027 fee schedule |

Line 4: know who can pull it
The FAQ says all trade construction, meaning electrical, mechanical and plumbing work, regardless of value, must be performed by appropriately licensed contractors, except as exempted by North Carolina General Statutes. General construction of $40,000 or more also requires a licensed general contractor.
In practice, the licensed plumber usually applies for the plumbing permit. Put it in writing: the quote should say who pulls the permit and that the price includes it. If a plumber suggests skipping the permit on work that needs one, the penalty and the inspection gap fall on the property.
The FAQ adds that being an employee of a licensed contractor does not qualify a person to contract work outside the employer's business. The license check page shows how to confirm a license.
| Permit | Fee | Source |
|---|---|---|
| Plumbing trade permit | $75.00 | Henderson County 2026-2027 fee schedule |
| Electrical trade permit | $75.00 | Henderson County 2026-2027 fee schedule |
| Mechanical trade permit | $75.00 | Henderson County 2026-2027 fee schedule |
| Reinspection | $75.00 | Henderson County 2026-2027 fee schedule |
| Minimum permit fee | $75.00 | Henderson County 2026-2027 fee schedule |
| Penalty for starting work without a permit | $200 + permit fee | Henderson County 2026-2027 fee schedule |
| Renewal | 25% of original permit fee | Henderson County 2026-2027 fee schedule |
Line 5: schedule the inspection correctly
Inspection requests need the permit number. The county accepts them online, by phone at 828-697-4830, or in person, and does not accept requests sent by email or voicemail. It also says it cannot give a set time, because inspectors plan their routes each day, and incomplete requests will not be scheduled.
Make sure the work is ready and accessible. A failed or blocked inspection means a reinspection at $75.00, and drain or supply lines covered up before an inspection may have to be opened again.
When an inspection passes, keep the record. It is the simplest proof that hidden plumbing work was checked.
Line 6: watch the expiry date
Building permits expire six months after application if no inspections have been completed. Once inspections have been made, a permit expires twelve months from the date of the last inspection.
A plumbing job usually finishes well inside those windows, but a remodel that stalls can let a permit lapse. Renewal is charged at 25% of the original permit fee on the current schedule.
If you bought a house with work done without permits, ask the county before new work ties into the old. The FAQ's own example, a bedroom added without permits, sends the septic sizing question to Environmental Health at 828-694-6060.
Line 7: put it on the quote
Before work starts, the quote should say three things about permits: which trade permits the job needs, who applies for them, and whether the permit fees are included in the price. If the job grows partway through, for example a simple repair turns into a reroute, ask whether the permit picture changed too. A short written answer is enough, and it saves an argument later if an inspector asks for a permit nobody pulled.
