List item: know which office you deal with

Flat Rock is its own village, but it does not run its own building inspections department. Henderson County Permits & Inspections says it provides permit, plan review and inspection services for all unincorporated areas of the county and, through contractual agreements, for Hendersonville, Laurel Park, Mills River, Fletcher, Flat Rock and Saluda.

So a Flat Rock water heater job is permitted and inspected by the county, at the county's Permit Center at 100 N King St in Hendersonville, or online through the county's SmartGov portal. The county FAQ lists permit issuing hours of 8:30 a.m. to 4:00 p.m.

Zoning, historic and village rules are separate questions that do not usually come up for an indoor appliance swap, but if your project involves an addition or exterior changes, ask the village as well.

List item: what the county counts as permit work

The county's FAQ names the triggers. For plumbing: any addition, excluding same size and capacity, or change in the design of plumbing. For heating, air conditioning and electrical work: any addition, replacement or change in the design of wiring, devices, appliances or equipment.

A like-for-like tank swap therefore still raises a permit question on the appliance side, even when the pipes stay where they are. Moving the heater to a new spot, changing fuel, adding a circulation loop or switching to a tankless unit changes the design and points clearly to permits.

Ask the plumber to say on the quote which trade permits they will pull. The county's 2026-2027 fee schedule lists each plumbing, electrical or mechanical trade permit at $75.00, a reinspection at $75.00, and a $200 penalty plus the permit fee for starting without a required permit.

List item: questions specific to older houses

Flat Rock has plenty of older houses, and older water heater installs tend to have the same handful of issues. The relief valve discharge pipe may be missing, too short or reduced in size. There may be no drain pan in a spot where a leak would damage a finished floor. Venting on a gas heater may have been sized for an older, less efficient unit.

When a new heater goes in, those details often have to be brought up to the code in force at the time of the install, and the inspector looks at them. Ask the plumber what they expect to change beyond the tank itself, so the extra parts do not arrive as a surprise.

If the house has galvanized or mixed piping, ask whether the connections at the heater will be replaced as part of the job. Old fittings near a new tank are a common place for the next leak.

List item: check the license before the truck arrives

Henderson County's FAQ says all trade construction must be done by appropriately licensed contractors regardless of value, except as exempted by state law. In North Carolina, plumbing and heating contractors are licensed by the State Board of Examiners of Plumbing, Heating and Fire Sprinkler Contractors.

Search the contractor on nclicensing.org and confirm the license is active and covers plumbing. If the job includes a gas line or venting change, ask whether the same contractor's license covers that work. The license check page explains what to compare.

Ask for proof of insurance too. A water heater in an attic or upstairs closet that fails during or after installation can do real damage below.

List item: plan the inspection

The county takes inspection requests online, by phone at 828-697-4830, or in person, and needs the permit number every time. It does not give a set appointment time, because inspectors plan their routes each day, and it does not accept requests left by email or voicemail.

Permits expire six months after application if no inspection has happened, or twelve months after the last inspection. A water heater job is normally finished long before then, but a permit pulled and forgotten can lapse.

If an inspection fails, a reinspection is charged at $75.00 on the current schedule. Ask the plumber who pays that if the failure is on their side of the work.

List item: is this about hot water or about the bill?

If your Flat Rock home is a City of Hendersonville water customer, a leaking tank or relief valve shows up on the bill. Many homes in the area are outside the city limits, and outside-city customers pay higher volume rates, so a slow heater leak costs more per gallon there.

The leak cost calculator has an outside-city setting, and the leak adjustment checklist explains the City's 2026 rules for crediting part of a leak.

If your house is on a private well, the water heater sees whatever the well delivers. Sediment and hardness vary from well to well, and the well pump checklist covers the other half of that system.

List item: keep the paperwork together

File the quote, the permit number, the inspection result and the invoice in one place. If the heater fails under warranty, the installer and manufacturer will ask for the install date and model, and if you sell, a buyer's inspector may ask whether the replacement was permitted. Those four papers answer every one of those questions without a phone call.
