Step 1: find your normal usage on the bill
The calculator needs two numbers: how much water you normally use in a month and how much the leak added. The City's Understanding Water Usage page explains that usage is billed in hundreds of gallons, so multiply the usage figure on your statement by 100 to get gallons. A household that normally shows 40 on the usage line uses about 4,000 gallons a month.
Use a month from before the leak started, ideally the same month a year earlier, since summer irrigation and winter guests both move the number. The City's leak policy uses a twelve-month average to decide normal usage, so averaging several months yourself gets you closer to how the City will see it.
Then estimate the leak. If you know the meter reading before and after, the difference minus your normal use is the leak. If not, enter a gallons-per-day guess and a number of days. The point is to see the order of magnitude, not to predict a bill to the cent.

What a leak adds to one Hendersonville water and sewer bill
Uses the City of Hendersonville residential volume tiers and sewer rates shown in the tables on this page, on a 3/4-inch meter. Base charges do not change with a leak, so they are left out. The City bills the sewer line on metered water either way; whether sewer is removed later depends on the leak adjustment policy. This is arithmetic on published rates, not a bill and not a plumber's price.
Step 2: understand why a leak costs more per gallon
Residential water is charged in tiers. Inside city limits, the first 3,000 gallons cost $4.73 per 1,000, the next band to 6,000 gallons costs $6.31, the band to 14,000 gallons costs $7.89, and everything above 14,000 gallons costs $9.47. A leak sits on top of your normal use, so it is billed at the higher tiers, not the lowest one.
Outside city limits the same tiers are higher, from $5.44 up to $10.89 per 1,000 gallons, and the 3/4-inch base charge is $14.43 instead of $12.55. Base charges do not change when you leak, which is why the calculator leaves them out and shows only the added amount.
Sewer is the other half. The City charges sewer on all metered usage at $8.91 per 1,000 gallons inside city limits and $13.37 outside. A leak in the yard never reaches the sewer, but it still passes through the meter, so it is billed on the sewer line until an adjustment says otherwise.

| 6,000 to 14,000 gallons | $7.89 per 1,000 gallons | City of Hendersonville Fee Schedule |

The scenario table below uses the same tiers as the calculator for five cases on a 3/4-inch meter. A household using 4,000 gallons a month that springs a 1,000-gallon leak pays about $15.22 more inside the city. The same household with a 10,000-gallon leak pays about $164.84 more, because the extra water lands in the $7.89 and $9.47 tiers.
A 20,000-gallon leak on top of 4,000 gallons of normal use adds about $348.64 inside the city and $463.38 outside. A larger home using 6,000 gallons that loses 30,000 gallons to a broken line pays about $538.76 more inside the city. Those are the numbers that make a crawlspace leak worth finding quickly.
Each total splits into a water part and a sewer part, which matters for the next step. Under the City's policy, the sewer part of a leak that never reached a drain is treated differently from the water part.
| Normal usage + leak volume | Inside city: water / sewer / total | Outside city: water / sewer / total | Source |
|---|---|---|---|
| 4,000 gal + 1,000 gal leak | $6.31 / $8.91 / $15.22 | $7.26 / $13.37 / $20.63 | Calculated from City of Hendersonville Fee Schedule tiers |
| 4,000 gal + 5,000 gal leak | $36.29 / $44.55 / $80.84 | $41.73 / $66.85 / $108.58 | Calculated from City of Hendersonville Fee Schedule tiers |
| 4,000 gal + 10,000 gal leak | $75.74 / $89.10 / $164.84 | $87.08 / $133.70 / $220.78 | Calculated from City of Hendersonville Fee Schedule tiers |
| 4,000 gal + 20,000 gal leak | $170.44 / $178.20 / $348.64 | $195.98 / $267.40 / $463.38 | Calculated from City of Hendersonville Fee Schedule tiers |
| 6,000 gal + 30,000 gal leak | $271.46 / $267.30 / $538.76 | $312.14 / $401.10 / $713.24 | Calculated from City of Hendersonville Fee Schedule tiers |
Step 4: estimate what the leak adjustment might return
The City's 2026 leak policy does not refund a leak in full. It adjusts the two highest billing cycles during the leak down to 1.5 times your normal monthly usage. With 4,000 gallons as normal, the adjusted usage for each of those cycles would be 6,000 gallons, and you pay for that amount instead of the full metered volume.
If the water went down a drain, as with a running toilet or a dripping faucet, the adjustment covers water and sewer together. If it did not, as with a burst yard line, the policy removes the sewer charges caused by the leak entirely and adjusts the water charges. That sewer removal does not count toward the $3,000 combined maximum.
Adjustments under $20.00 are not given unless the City made the error, and you get one adjustment per meter every 24 calendar months. The leak adjustment checklist explains the paperwork.
| Rule | What the policy says | Source |

| How often | Once every 24 calendar months per meter | City of Hendersonville 2026 Leak Policy |
| Deadline | Request within 90 days after the leak is corrected, as determined by City staff | City of Hendersonville 2026 Leak Policy |
| How it is calculated | Two highest leak billing cycles adjusted down to 1.5 times normal monthly usage (12-month average) | City of Hendersonville 2026 Leak Policy |
| Maximum | $3,000 for water and sewer combined | City of Hendersonville 2026 Leak Policy |
| Minimum | No adjustment under $20.00 unless the City made the error | City of Hendersonville 2026 Leak Policy |
| Proof | Licensed plumber invoice and statement, or receipts plus before-and-after photos for owner repairs | City of Hendersonville 2026 Leak Policy |
Step 5: decide what to do with the number
If the calculator shows a leak adding a few dollars a month, it is still worth fixing, because slow leaks under a house rot framing and feed mold long before they move the bill much. If it shows hundreds of dollars, the leak is large enough to find today, and the leak detection checklist walks through the meter test you can do yourself.
Keep a copy of the result with your bills. When you call a plumber, the size of the leak in gallons per day tells them a lot about whether it is a fixture, a supply line under the slab or a service line in the yard.
If the bill is already due and larger than you can pay, read the billing policy checklist for the 20-day due date and the payment plan section. The leak policy itself says customers must pay on time or enter a payment arrangement to stay in good standing while an adjustment is reviewed.

Why does the calculator ignore the base charge?
The 3/4-inch base charge is the same every month whether or not you have a leak, so it does not change what the leak costs.
Does it work for Fletcher or Flat Rock addresses?
If you are a City of Hendersonville water customer outside city limits, choose the outside-city option. If another utility bills you, its rates apply instead.
Is this my real bill?
No. It is arithmetic on the City's published rates. Your bill depends on your meter readings and the billing cycle dates.
