Plumbing in Fletcher, NC: Sort Out the Utility and the Permit, Then the Repair

Fletcher sits between Hendersonville and Asheville, and the first question on most plumbing jobs here is which utility and which permit office you are dealing with.

  • Permits for Fletcher issued by: Henderson County Permits & Inspections
  • Plumbing trade permit: $75.00
  • Metropolitan Sewer District, tap fee info: 828-225-8209
  • Hendersonville Water & Sewer, tap fee info: 828-697-3063

City and county rates and fees, not plumber prices. Every figure links to its source.

Item 1: look at who sends your water bill

Do not assume every Fletcher home has the same utilities. A house may be billed for water by the City of Hendersonville or by another system, may get sewer from the Metropolitan Sewer District, or may sit on a private well and a septic tank. The name on the bill, or the absence of a bill, tells you which rules apply when a pipe leaks.

Henderson County's permit FAQ gives the numbers to call about tap fees: Hendersonville Water & Sewer at 828-697-3063 and the Metropolitan Sewer District at 828-225-8209. Those are also the right offices to ask if you are not sure which system serves a lot.

If the City of Hendersonville bills your water and you are outside its city limits, outside-city rates apply. The table on this item lists them, and the leak calculator uses them when you pick the outside-city setting.

Item 2: the permit office is the county

Henderson County Permits & Inspections provides permit, plan review and inspection services to Fletcher through a contractual agreement, the same way it serves Hendersonville, Laurel Park, Mills River, Flat Rock and Saluda. A Fletcher plumbing permit comes from the county Permit Center at 100 N King St in Hendersonville or from the county's online portal.

The county's FAQ says a plumbing permit is required for any addition, excluding same size and capacity, or change in the design of plumbing, and to hook up to public water or sewer. That covers new bathrooms, moved fixtures, rerouted lines and new service connections, among other work.

The 2026-2027 fee schedule lists the plumbing trade permit at $75.00, the same as electrical and mechanical permits, with a $75.00 reinspection fee.

Item 3: new connections and older lines

Fletcher has older homes as well as newer subdivisions. Older houses may still have galvanized supply lines or clay and cast iron drains that have been patched more than once. Newer homes are more likely to have plastic piping, but their failure points tend to be fittings, valves and fixture connections rather than the pipe itself.

If you are connecting an existing house to public water or sewer for the first time, that hook-up needs a plumbing permit under the county FAQ, and the utility charges its own tap and connection fees. Get both numbers before you commit: the utility's fees and the plumber's price for the line from the tap to the house.

For City of Hendersonville water service, the tap fee checklist lists the City's published tap, meter and system development fees.

Item 4: what to tell the plumber when you call

Say which town you are in and who provides your water and sewer. A plumber working a Fletcher address on a well and septic system brings different equipment from one working a house on public sewer. Say whether the problem is supply or drain, how long it has been happening, and what you have already checked.

If water is actively leaking, close your main shut-off first. If you are a City of Hendersonville water customer and cannot stop it, the City lists (828) 697-3073 as its emergency leak line. The emergency checklist covers the rest of the first half hour.

If the issue is a backed-up drain, stop running water in the house until it is cleared. The drain cleaning checklist explains the difference between a fixture clog and a main line problem.

Item 5: license and paperwork

The county requires trade work to be done by appropriately licensed contractors regardless of value, except as exempted by state law. Look the plumber up on nclicensing.org, the State Board of Examiners of Plumbing, Heating and Fire Sprinkler Contractors, before work begins.

Get a written quote that names the license holder, describes the work and says who pulls the permit. After the job, keep the invoice. If you are a City water customer and the repair fixed a leak, the City's leak policy asks for a licensed plumber's invoice with a statement describing where the leak occurred.

Keep the inspection record with your house papers. It is the simplest proof that a hidden repair was done properly when you sell.

Item 6: send one request

The Free Quote Request form on this page reaches independent plumbers who work in Fletcher and the rest of Henderson County. You fill it in once and describe the job in your own words.

Include the utility details from Item 1 and whether a permit is likely. A plumber who knows those things before the call can tell you more about timing and cost on the first conversation.

If your address turns out to be across the line in Buncombe County, the permit office changes, so check the county named on your property tax bill before anyone applies.

Item 7: after the job

Read the meter a day after any supply-side repair to confirm nothing is still running, and keep the permit and inspection record with your house papers. If the repair was on a City of Hendersonville account and fixed a leak, the 90-day leak adjustment window starts once City staff see the leak was corrected.
